Acceptable Use Policy for LiveoManage

This Acceptable Use Policy ("Policy") governs the conduct of all professional users—including Managing Agents, MCST Council Members, Vendors, and On-site Staff—accessing the LiveoManage mobile application and web portal (the "Platform") provided by LIVEO GROUP PTE. LTD. ("Liveo").
By accessing or using the Platform, you agree to comply with this Policy to ensure a professional, secure, and legally compliant environment for estate management.
- GENERAL PROHIBITIONS
You agree not to use the Platform to:
- Violate Singapore Laws: Including the Building Maintenance and Strata Management Act (BMSMA), the Personal Data Protection Act (PDPA), and any regulations related to financial auditing and anti-corruption.
- Infringe Intellectual Property: Use Liveo's proprietary algorithms, OCR technology, or branding without authorization.
- Engage in Misconduct: Facilitate fraudulent bidding, misappropriate MCST funds (Management/Sinking Funds), or harass residents.
- ROLE-SPECIFIC CONDUCT & OBLIGATIONS
2.1 Management Office & Staff (MA)
- Integrity in Auditing: You shall exercise due diligence when auditing resident "Unit Binding" requests and service forms. Approval must be based on verified records.
- Work Order Management: You shall ensure that work orders (planned or ad-hoc) are assigned to qualified contractors and that emergency feedback is handled promptly.
- Access Control & Log Restrictions: You are authorized to manage access groups and view entry records strictly for Temporary Visitors only.
- The Platform does not provide functionality to view, track, or export the specific entry/exit logs of Residents (Owners and Tenants).
- Any attempt to bypass system restrictions to access Resident movement data is a severe breach of this Policy and Singapore’s PDPA.
2.2 Council Members (The Council of the MCST)
- Fiduciary Duty: You acknowledge that your approvals (Tender awards, Contract signing, and Batch Payments) are an exercise of your fiduciary duty to the Subsidiary Proprietors.
- Digital Signatures: Any digital signature applied within the App for awarding tenders or signing contracts is legally binding under the Electronic Transactions Act.
- Financial Oversight: You shall review monthly batch payments and maintenance records with reasonable care to ensure transparency in estate accounting.
2.3 Vendors and Contractors
- Transparent Tendering: You shall provide truthful and competitive information during the bidding process. Collusive tendering or price-fixing is strictly prohibited.
- Accurate Reporting: Field service records and maintenance logs submitted via the App must reflect the actual work performed.
- Financial Honesty: Invoices uploaded via the Web Portal must be authentic. Tampering with invoice data or attempting to bypass OCR verification is a breach of this Policy.
2.4 On-site Personnel (Security & Cleaning)
- Security Protocols: Security staff shall use the Visitor Registration module strictly for security clearance.
- Security personnel are permitted to view Temporary Visitor logs only.
- Verification of resident vouchers/service forms must be conducted professionally without accessing Resident private logs.
- Facility Management: Prompt action must be taken upon receiving system alerts for manual facility unlocking.
- Service Records: Cleaning and maintenance staff shall submit honest daily service logs to ensure the high standard of estate upkeep.
- FINANCIAL & TENDER INTEGRITY
- Tender Awarding: The recommendation and awarding process within the App must be free from conflicts of interest. Any personal interest in a vendor must be disclosed to the MCST.
- Refunds & Deposits: Financial staff processing deposit refunds for facility bookings must ensure all MCST House Rules regarding cancellations and damages are met before approval.
- Audit Trail: You acknowledge that all actions related to bidding, contracts, and payments are logged for audit purposes.
- DATA PRIVACY & CONFIDENTIALITY
- Resident Privacy: As a user of LiveoManage, you will have access to Residents' Personal Data (Names, Unit numbers, and approved status). You must treat this information as strictly confidential under the PDPA.
- Access Log Limitation: You acknowledge that Resident (Owner/Tenant) movement logs are protected by Privacy-by-Design and are not accessible for routine administrative viewing or export.
- Data Export: Exported Temporary Visitor logs must be stored securely and deleted when no longer required for the specific purpose of the export (e.g., security investigation).
- SYSTEM INTEGRITY
- Unauthorized Access: You shall not share your professional login credentials. Council members and MA staff are responsible for any approvals made under their accounts.
- Automation & Scraping: Use of bots or automation tools to scrape financial reports or data is strictly prohibited.
- OCR Integrity: You shall not attempt to manipulate document uploads to deceive the OCR (Optical Character Recognition) billing system.
- TERMINATION OF ACCESS
Liveo, in coordination with the MCST, reserves the right to suspend or terminate your access to LiveoManage if:
- You cease to be an authorized representative of the MA or the MCST.
- Your contract as a vendor/contractor with the MCST is terminated.
- You are found to be in breach of any professional code of conduct or Singapore law.
