- INTRODUCTION
1.1 LIVEO GROUP PTE. LTD. and our related companies ("we," "us," or "our") operate the LiveoManage mobile application and web portal (collectively, the "Offerings") designed for professional estate management.
1.2 This Privacy Policy sets out how we collect, use, and process Personal Data of professional users (Managing Agents, Council Members, Vendors, and On-site Staff) in compliance with the Singapore Personal Data Protection Act (PDPA) and the Building Maintenance and Strata Management Act (BMSMA).
1.3 By using LiveoManage, you agree to the terms of this Privacy Policy. This Policy should be read in conjunction with the Acceptable Use Policy for LiveoManage.
- COLLECTION OF PERSONAL DATA
We collect information necessary to maintain a secure and auditable estate management environment:
2.1 Professional Identity Data: Name, professional email, mobile number, company affiliation (for MA or Vendors), and job role. For Council Members, we may record your appointment details as per MCST records.
2.2 Professional Credentials: For contractors and vendors, we may collect professional licenses, certifications, and compliance documents required for the tendering and contract management process.
2.3 Financial & Payment Data:
- MCST / Project Data: To facilitate estate billing and payment collection, we collect the MCST’s registered name, Unique Entity Number (UEN), and Bank Account details. This information is used to present payment options to residents and to verify incoming funds.
- Vendors: Bank account details and UEN for processing payments and refunds.
- Invoices & Records: We use OCR (Optical Character Recognition) technology to process uploaded invoices and payment proof, extracting entity names, amounts, and transaction dates for reconciliation.
2.4 Audit & Activity Logs: To ensure the integrity of estate management, we record all significant actions, including:
- Approvals of resident binding requests and facility bookings.
- Issuance and assignment of work orders.
- Tender recommendations and final award decisions.
- Batch payment authorizations and contract signings.
2.5 Location Data: For on-site personnel (Security and Cleaning), we may collect location data during service hours to verify the completion of site-specific work orders or service logs.
- PURPOSES OF COLLECTION, USE AND DISCLOSURE
We process your Personal Data for the following professional purposes:
3.1 Estate Administration:
- To verify your authority to manage estate functions on behalf of the MCST.
- To facilitate the auditing of resident applications and service requests.
- To manage and monitor access control systems (strictly limited to Temporary Visitor logs).
3.2 Tendering & Procurement:
- To facilitate the invitation, submission, and evaluation of bids/tenders.
- To manage contracts and ensure vendor compliance with MCST requirements.
3.3 Financial Management & Billing:
- To enable the collection of Management Funds, Sinking Funds, and Deposits by providing residents with accurate MCST payment information.
- To process deposit refunds to residents and batch payments to vendors.
- To provide an immutable audit trail for financial oversight by the Council and auditors in compliance with BMSMA requirements.
3.4 Operational Records:
- To maintain service logs for maintenance, cleaning, and security as required under the BMSMA.
- To ensure accountability for every approval or rejection performed within the system.
- DISCLOSURE TO THIRD PARTIES
Personal Data may be shared with:
- The MCST Council: For review of professional actions and financial approvals.
- External Auditors: As part of the mandatory annual audit of MCST accounts.
- Financial Institutions: To facilitate the transfer of funds for authorized payments.
- Government Authorities: When required under the BMSMA or other Singapore regulations.
- DATA RESIDENCY
5.1 Local Data Storage: All Personal Data and estate management records collected through LiveoManage are stored on secure cloud servers located within the Republic of Singapore (provided by Amazon Web Services - AWS).
5.2 Compliance: We ensure that data residency meets the strict requirements of MCSTs and the PDPA, maintaining high availability and security within the Singapore jurisdiction.
- DATA SECURITY & AUDITABILITY
6.1 Integrity of Action: Given the sensitive nature of estate management, LiveoManage implements strict access controls. Each action performed (e.g., awarding a tender) is timestamped and tied to a unique user identity to prevent unauthorized or fraudulent activity.
6.2 Security Measures: We employ industry-standard encryption and organizational measures to protect professional and resident data from unauthorized access or alteration.
- WITHDRAWAL OF CONSENT & DATA ACCESS
7.1 You may request access to or correction of your professional Personal Data by contacting our DPO.
7.2 Note on Withdrawal: Due to the statutory requirements of the BMSMA and the need for a permanent audit trail in estate management, certain data (such as records of financial approvals or signed contracts) may not be deleted even after you cease using the Platform, as they form part of the MCST's official records.
